Today, the reporter learned from the State Oceanic Administration that in 2014, the overall idea of marine ecological environment protection was determined, with the construction of marine ecological civilization as the command, adhere to reform and innovation, give priority to ecology, and comprehensively promote marine ecological environment protection. Establish three systems of marine ecological protection and construction, marine monitoring and evaluation, and marine ecological environment administrative supervision.
It is understood that the State Oceanic Administration will comprehensively promote the work of marine ecological environment protection this year, forming a working pattern of three systems, six systems, ten works and three guarantees. Among them, three systems are marine ecological protection and construction system, marine monitoring and evaluation system and marine ecological environment administrative supervision system; six systems are marine ecological red line system, marine engineering regional approval limit system, marine resources and environment carrying capacity monitoring and early warning system, land and sea integrated ecological protection and restoration mechanism, land and sea integrated regional pollution prevention and control linkage mechanism and marine life State compensation system.
The 10 tasks include carrying out in-depth theoretical research and demonstration on the construction of marine ecological civilization, carrying out the Bohai Sea marine ecological red line pilot, carrying out the marine engineering regional approval limit pilot, carrying out the marine resources and environment carrying capacity monitoring and early warning pilot, strengthening the marine environment monitoring and evaluation and the release of information bulletin, promoting the marine ecological protection and restoration work, and innovating the land sea integrated pollution prevention and control regional alliance The three guarantees are to strengthen the construction of policies and regulations, carry out the information construction of marine ecological environment protection, and strengthen the construction of management personnel and professional technical team.
