Beijing, Aug. 14 (Xinhua) - on the afternoon of August 13, 2015, a large-scale oil spill drill was successfully held in the dangerous goods anchorage of Jingtang Port.
In order to comprehensively improve the emergency response capacity of oil spill in Jingtang Port Area of Tangshan port, ensure the water area of Jingtang Port area is clean, and promote the sound development of local economy, the emergency response headquarters of ship pollution accident in Jingtang Port Area of Tangshan successfully organized this drill after careful preparation and careful deployment.
There are more than 16 member units directly under the municipal government, Qinhuangdao oil spill emergency response center, 9 member units of ship pollution emergency terminal joint defense organization under the jurisdiction of Jingtang Port, CNPC Caofeidian emergency response center, leting County Haichang Environmental Protection Technology Co., Ltd., Hebei Haizheng Shipping Group Co., Ltd., Tangshan Hailian ship pollutant removalemergency Co., Ltd., etc Units participated in the exercise The oil spill drill was undertaken by Tangshan maritime bureau and adopted a script free exercise mode. Liu Zhentao, deputy director of Tangshan maritime bureau, acted as the commander in chief, and Tian Haichao, director of the danger prevention department of Tangshan maritime bureau, actedas the site commander in chief. The drill simulated a large-scale oil spill accident at the dangerous goods anchorage of Jingtang Port, which exceeded the pollution emergency disposal capacity of the jurisdiction. While the emergency headquarters mobilized all the decontamination forces of the jurisdiction to carry out the decontamination work, they urgently appealed to Qinhuangdao oil spill emergency response center for help. During the two-hour drill, there were more than 200 people dispatched, one large-scale professional emergency disposal ship for clean-up, 10 auxiliary boats, one large inflatable oil fence, 500m float oil fence, two dispersant spray devices, three portable dispersant spray devices, two inclined oil receivers and two rotary oil receivers.
The drill rhythm is compact, the deployment is reasonable, the oil spill drill process response is rapid, the action is efficient, the decontamination is powerful. The participants not only master the working procedure of pollution accident treatment, but also further get familiar with the operation requirements of the first cleaning equipment.
Through this thorough drill, not only the comprehensive emergency response handling and coordination ability of the emergency headquarters of Jingtang Port Area, the joint prevention organization of oil spill emergency at the wharf, the clean-up operation company and other units have been tested, but also the construction results of oil spill emergency team of Tangshan Maritime Bureau in recent years have been fully demonstrated, and the expected effect has been achieved successfully.
